Job Order Contracting

What Is Job Order Contracting?

Job Order Contracting (JOC) is a competitively bid, firm-fixed-price construction delivery method that allows facility owners and agencies to accomplish a large number of repair, renovation, and construction projects with a single, long-term contract. Rather than bidding each project individually, a JOC contract establishes pre-negotiated unit prices for thousands of construction tasks, enabling fast project delivery and significant cost savings.

Under a JOC contract, the owner issues individual Job Orders for specific scopes of work. The contractor prices each Job Order using the pre-established unit price book, adjusted by a competitively bid coefficient. This streamlined process eliminates the time and expense of traditional design-bid-build procurement for routine and recurring construction needs.

Benefits of JOC

Speed

Projects can be scoped, priced, and awarded in days rather than months, dramatically reducing procurement lead times.

Cost Certainty

Pre-negotiated unit prices and a competitively bid coefficient provide transparent, predictable costs for every project.

Reduced Administrative Burden

One contract covers hundreds of projects, eliminating repetitive bidding and procurement paperwork for facility owners.

Quality & Accountability

A long-term relationship between owner and contractor fosters consistent quality standards and mutual accountability.

Flexibility

JOC contracts accommodate a wide range of project types — from minor repairs to major renovations — under a single agreement.

Proven Track Record

Glenroy Construction has successfully delivered JOC projects for state agencies, universities, and public institutions across Indiana.

How the Process Works

  1. 01

    Contract Award

A JOC contract is competitively bid and awarded. Glenroy submits a coefficient — a multiplier applied to the unit price book — that reflects our overhead, profit, and market conditions.

  2. 02

    Job Order Request

The owner identifies a project need and issues a request. Glenroy meets with the owner to conduct a site walk and develop a detailed scope of work.

  3. 03

    Proposal & Pricing

Glenroy prepares a Job Order Proposal using the pre-established unit prices multiplied by our coefficient. The owner reviews and approves the price before any work begins.

  4. 04

    Construction

Upon approval, Glenroy mobilizes quickly and executes the work to the agreed scope, schedule, and quality standards.

  5. 05

    Closeout

Upon completion, the Job Order is closed out with final documentation, inspections, and owner acceptance — ready for the next project.
